Can Bangladesh safety accord bring change?

More than 1,000 people died when a factory making clothes for western companies collapsed in Dhakha three weeks ago.

It led to around a dozen retailers signing an international accord to improve safety standards.

But Wal-Mart, the world's largest retailer, has said it will conduct its own safety inspections at its Bangladesh factories instead of joining an accord. Meanwhile, Gap has said it is still considering its options.
