Tom Heap visits the River Itchen, in Hampshire, and the River Thames to discover where the truth might lie. This is an important moment for rivers, the next five year plan for improving them is about to be published. The Government Minister for the Natural Environment, Rory Stewart, tells Tom what his priorities will be.
