Norfolk County Council has made a U-turn on budget cuts to bus subsidies and gritting routes.
The council had planned to cut half a million pounds from subsidies for bus routes to help plug a £125m spending gap.
But following a consultation, its environment, development and transport committee voted to stop budget cuts.
Martin Wilby, chair of the committee, said the consultation response "demonstrated
just how important these two services are to the people of Norfolk".
He said additional money from raising council tax by a further 1% would be used to maintain funding for buses and gritting.

Engineers are trying to restore power to 1,700 homes which are still without electricity after yesterday's gales, an energy firm said.
UK Power Networks said it had managed to get 99% of homes reconnected after the storms brought down trees and power lines.
It said there are customers are still waiting to for their power to be restored in areas including Long Melford, Bury St Edmunds and Stradbroke.
The company said it aims to restore power to everyone by the end of today.
King's Lynn Stars bring in Rose and Proctor

King's Lynn Stars have added two more riders to their line-up for the new speedway season.
Lewis Rose has rejoined the club for their Premiership campaign while Ty Proctor has also signed for The Stars.
The Australian says his friend Ashley Jones inspired his decision.
Jones, who used to ride for The Stars, was killed while riding in a meeting in his homeland in 2005.
"I was there the night the unfortunate incident happened," Proctor told me.
"I remember talking to him about the year he'd spent with King's Lynn."
