Mary Weastell was previously the chief executive of Selby District Council.
She says she is "honoured and humbled" to be offered the top job at the local authority and hopes to help the city reach its full "potential and ambition".

Less than 48 hours after it was confirmed that York City Knights will see out the League One season, they were beaten 46-16 by Toulouse.
However, after all the off-field turmoil of the past few weeks and the fact they could only take 14 fully-fit players across to France, coach James Ford hailed all of his players at full-time:

North Yorkshire police are adopting a new approach to fighting crime.
They hope that by merging their dogs section with both the Durham and the Cleveland constabularies, not only will they get new "leads" but they will also save over £170,000 a year.
The move will also create a wider selection of dogs to choose from, some of which are trained for specific duties such as working in the countryside or in urban areas.

Plumpton Rocks reopens after £700,000 restoration
If you're desperately looking for somewhere to take the kids today, here's somewhere you might want to consider.
Plumpton Rocks, near Harrogate, re-opened at the weekend after being closed for a number of months following a three-year project costing £700,000.
The 18th century landscape, which faced the prospect of decaying beyond repair, has undergone a restoration after being put on the at-risk register and is even about to feature in the upcoming Swallows and Amazons film.

There could be a nerve-wracking Yorkshire Day afternoon and evening for the county's cricket supporters.
Despite defeat at Durham yesterday, Yorkshire know a win over Warwickshire at Headingley tonight will see them claim a home quarter-final in the One-Day Cup.

However, with only the top four teams from the north group going through to the last eight, and despite currently sitting in top spot, they know defeat could prove to be the end of the road.

After missing one opening deadline at Easter and having another false start last Thursday, Scarborough's multi-million pound water park has now officially opened its doors.
BBC Look North's Carla Fowler was there at the weekend as the public got their first taste of the state of the art Alpine-themed attraction and this is what she found:
