With striker Adam Marriot sidelined through injury and other players picking up knocks during the win at Wrexham, the Imps squad is stretched.
However, Cowley has told BBC Radio Lincolnshire he will only sign players when he thinks it's right:
"You never want to panic buy because I don't think it works for us as a club and a squad, and it certainly doesn't work for the player you're bringing in.
"So, we're at the stage that we are a little bit bare."
Common painkillers such as Paracetamol, anti-allergy medicines and gluten-free products are available without a prescription, but GPs in Lincolnshire are still spending £13.5m a year on such medicines.
Gluten-free products, baby milk and nutritional supplements are included within the scope of the review, but would still be available for conditions where only a prescription can meet the clinical need.

Prescriptions for over-the-counter medicines could be restricted

GPs in Lincolnshire could stop prescribing painkillers, antihistamines and gluten-free products.
NHS managers are considering withdrawing prescriptions for treatments that are also available over-the-counter.
Common painkillers such as Paracetamol, anti-allergy medicines and gluten-free products are available without a prescription, but GPs in Lincolnshire are still spending £13.5m a year on such medicines.
Now the NHS in Lincolnshire has launched a public consultation looking at whether to withdraw such prescriptions.
Gluten-free products, baby milk and nutritional supplements are included within the scope of the review, but would still be available for conditions where only a prescription can meet the clinical need.
