Arrests were made under Operation Damson after an undercover officer codenamed "John" set up a Salford cafe as an intelligence-gathering base.
He used it to get to know criminals - some violent - dealing in drugs, guns, stolen goods and contraband alcohol.
Eleven men and two women were jailed at Manchester Crown Court on Thursday.
Tony Lloyd, Greater Manchester's interim mayor and police and crime commissioner, praised the "brave" undercover officer, who had "put himself at risk to bring these gangsters and gun-runners to justice".
Football: Macclesfield's FA Cup clash to be shown on BBC

Macclesfield's second round FA Cup tie at home to Oxford United will be shown live on the BBC on 2 December.
The National League side upset League One Walsall in the first round to set up the game against the U's.
The round will also see ninth-tier Westfields, the lowest-ranked side left in the competition, host Bury or AFC Wimbledon if they overcome Curzon Ashton in a replay.
The FA Cup third-round draw, including Premier League sides, will be live on BBC Two at 19:00 on 5 December.

Meals on wheels service 'rare in Greater Manchester'
Fewer than one-in-five of the North West's councils are now providing meals on wheels, BBC North West Tonight has learned.
Two years ago, half of the councils were giving the service to elderly people - who are often no longer able to cook for themselves.
Bolton Council continues to provide meals but Trafford, Bury, Rochdale, Wigan, Manchester, Stockport, Oldham and Warrington councils do not.
Salford City Council is yet to respond.

PC released from hospital after Eccles crash
A PC who was injured in a crash in Eccles on Thursday has been released from hospital, Greater Manchester Police say.
The crash happened at the junction of Liverpool Road and Barton Road when a marked police car and a black Mercedes collided.
A second officer was also taken to hospital but later released.
A 25-year-old man was arrested on suspicion of causing serious injury by dangerous driving.
