Painter and teacher, born in Liverpool, where he spent most of his career. Studied at Liverpool College of Art, 1932–5, then in 1935–6 in Paris at Académie de la Grande Chaumière, and again in Paris in 1957–8 under a Liverpool Corporation release scheme for teachers. Ballard went on to become head of the department of foundation studies at Liverpool Polytechnic. Showed Arts Council, Liverpool Academy, John Moores Exhibition in Liverpool, at Roland, Browse and Delbanco and elsewhere. Ballard painted in a number of styles: abstract, in a Pop Art manner and figurative works recalling the heroes of his youth as a working-class boy in the city. Was president of the Liverpool Academy, 1964–8. Work held by Walker Art Gallery, Liverpool University and Atkinson Art Gallery, Southport.
