'Dramatic' move on Scottish independence

The Cabinet will discuss proposals later to give the Scottish government the legal power to hold a binding referendum on independence.

Robert Hazell, professor of British Politics and Government and director of the Constitution Unit at University College London analyses the process if a referendum was to take place.
