Russian President Vladimir Putin’s Party has won a decisive victory in the parliamentary elections – two years before seeking a fourth term in office. But voter turnout was significantly down on the last parliamentary poll in 2011 and was particularly low in Russia's two biggest cities, Moscow and Saint Petersburg.
