The FBU has been protesting about cuts in general, but the payments to senior officers during previous strikes has damaged relations between officers and their crews. Though the payments were found to be legal, in the end the argument meant the chair of the Fire Authority had to resign just yesterday.
The FBU says call handlers are frontline staff - the people who dispatch firefighters to sometimes dangerous jobs.
This industrial action is technically about one issue, but when FBU members were voting in the ballot, they also had other things on their minds.

Two people have been arrested in connection with an assault in Rotherham that left a man with serious injuries.
Officers were called to an area off Eldon Road on Tuesday just after 16:00 following reports a 30-year-old local man had suffered head injuries and slash wounds to his throat. The victim was taken to the Northern General Hospital where he remains in a stable condition with serious injuries, which are not considered to be life-threatening.

Officers investigating the incident arrested a 29-year-old man and a 28-year-old woman at an address in Rawmarsh yesterday evening.
Anyone with information is asked to contact police on 101 and quoting incident number 717 of 16 February.

White blood cell found in birds 'can destroy fatal infection'
A specialised white blood cell found in birds can destroy an infection thought to cause hundreds of thousands of human deaths a year, scientists from Sheffield and Birmingham universities claim.
Cryptococcus neoformans is a fungus that can cause a fatal infection in people with weakened immune systems - particularly those with advanced HIV.
Birds are known to carry the fungus, with experts puzzled why the birds themselves do not appear to become ill.

Jerome Thomas 'delighted' at Rotherham role
Former Charlton and West Brom winger Winger Jerome Thomas, says he's "delighted" to have signed a deal with Rotherham until the end of the season.
